Maximo had his third eyelid pop out when he had an eye ulcer and I was scared that it was cherry eye. The vet reassured me that sometimes the eyelid will come out to protect the eye. It isn't necessarily permanent. It may go back.
If you can, I would take your pup to an ophthalmologist. Green discharge indicates infection, and combined with the eyelid popping out and no detectable ulcer/scratch, sounds like an unusual case. There could be something lodged in his eye that a regular vet cannot detect.
Maximo had ectopic cilia -- hair growing on the underside of his eyelid. It was very difficult to detect.
Keep your pup in a e-collar to prevent rubbing and scratching. Sending prayers for your little guy.
