I think your puppy is trying to nurse. Your older dog will correct him. I would only step in, if I thought they were really going to hurt each other. It will help if you send some time with the puppy alone, away from everyone else. (LOL, I use the bathroom when working with my own pups) You want to encourage the pup to bond with you as the leader (Mommy) not the older dog in your family.
