I'm glad you decided to look to the YT community for support with this being your very first post. I agree with the others that have suggested that you hold the owner of the other dog accountable financially for Charlies medical bills. There are laws in place that protect the public from harm and keeping your pet leashed and under control is not taken lightly. You could probably file a claim against the owner's homeowners insurance. I so sorry for your lose of Charlie.
