I am so very sorry to hear of the tragic loss of your precious Charlie. I will keep your family in my thoughts and prayers. It sounds like Charlie left you with many happy memories. One day you will remember Charlie with a smile and you'll know that your heart is healing.
You could take the owner's of the dog to small claims court and sue for the vet bills. It won't bring Charlie back, or even "do justice", but it is something you could do to help work off the anger.
I'm not sure about where you live in Texas, but in the county where I live in Georgia (rural), we have a leash law that gives us the right to protect property and lives against free roaming dogs. When our miniature horses were attacked by the neighbor's pitt bull mixes I talked with the Animal Control Officer who told me "off the record" that we had the legal right to use deadly force to protect our livestock.
