Oh yes! and if left alone, he could have channelled that anger on other people and potentially risked the lives of his reports and other innocent civilians. :::: end of sarcasm here and speculation :::

The lockdown did not happen just because of a dog. None of use know the whole story so I'd suggest people stop putting blame where it problably doesn't belong.

Further I don't think anyone is "meddling" when they are concerned for the safety of lives.
