I am the complete opposite on this issue. If a dog attacked my child I wouldn't have to wait for anyone else to put an end to its life.
That being said, this owner's behavior is negligent and he should be charged with wreckless endangerment of a child, in my opinion. They knowing let their grandbaby crawl near the food bowl of a dog who has attacked before???
