She is beautiful! Yorkies come in lots of shapes and sizes.
I would think that just 1/4 cup kibble in the evening is not enough...especially if she is trying to get more. My dogs free feed and it makes me feel better knowing that they get to eat when they are hungry. I would caution against limiting her food too much.
