I hate when people immediately go and blame parents. We don't know the whole situation and it's VERY easy for someone to grab a child even if the mother is RIGHT there. Crap happens, bad people exist, and it does not always mean a parent is at fault. They are probably feeling guilty enough. Until you personally experience something bad happening to your kid, don't judge.

Second off, the young girl may have been walking all of two inches behind her mother, holding her hand, or following her coattail. Things can happen in one instant.
Sad situation either way. Poor kid.
