some are. my dad does them with the real skin tanned and then placed over a foam form of the body. he uses glass eyes and then air brushes the scales to perfection. but the HUGE fish it's easier to replicate in full form and pain the replica than to stretch the skin back on. also some fish have very thin oily skins that don't tan well or stretch well so you just use a replica.
