Do you think it's because he can see the bottom of the bowl through the water?
We had this issue with Harry - he wouldn't drink out of a stainless steel bowl, I think he could sort of see himself in it! So we changed him to a china bowl and everything was fine! It was also heavier, as he didn't like it moving and splashing while he was drinking!!
