Not too old to spay. Abdominal surgery may be a bit harder on her than a young pup, but it would be fine (very good idea). Unless there is something wrong with her bloodwork, heart, etc., then there would be no reason to skip it.
She is past the age where the spay surgery would reduce her risk of getting ammary cancer. The cut off it before their second heat. You would be preventing pyometra though which is very common in unspayed females and very dangerous.
The behavior may or may not stop.
My girl was spayed at age 6 with liver disease and did fine.
