This is one of those situations where you never know until you try.
It sounds like you are feeling guilty, but I think you should try different things and try to socialize him with "friendly" doggies, so he will learn that not all doggies will not be mean to him. I would love to know how things go in your situation as time passes. I'm betting on Reilly! I think he'll succeed, because you care.
