I am going to say this with emphasis.

ALL TOY DOGS SHOULD HAVE A COMPLETE CBC BLOOD PANEL before ANY surgery. Bravo for you vet! You do not want some hidden condition to cause the death of your baby while in surgery....teeth cleaning, spay, neuter etc.

Example: I once had to have surgery on a 4 month old puppy. I dropped her off and just as I was returning home the vet called and said surgery was a no go! He said her blood was missing a "factor" which allows it to clot. She would have bled to death during or shortly after the surgery. He would not have known about this condition without a complete CBC blood panel.
So yes....they all should have blood tests prior to surgery. There are a number of conditions which could be a problem.....blood clotting, liver disease, kidney disease, or any type of infection in their body. You only want HEALTHY animals to undergo surgery.
Can you imagine any human doctor doing surgery with out first doing a number of pre-surgerial tests?
