Considering what you say about him since you got him ("he barks and growls at other dogs, growls at people when we pass them walking and is just an all around meanie"), I think it is quite significant that he is behaving himself, even if he isn't joining it. It will take him a while. I have a friend who had a border collie that didn't play nice, and she was told that he couldn't come back to Petsmarts' day care, so your pup is already a step above that!
A class or a trainer could help. Trips to a good dog park (with a separate section for small dogs) could help, too.
When I took Jezebel to puppy class, there was a 5 month old lab that was afraid of her own shadow. She was that way anywhere outside of her own home and with all strangers. In the first class, it was difficult to get her in the door and she tried to cower against the wall all the time. The second class, she was a little better. Not great, but better. The owners had been bringing her daily to the training center for just a short visit to say hello, walk around, and then go back home. The third week, her owner did not show up. They had to go out of town and had left her there for boarding, so that the trainer could work with her a little every day. About 30 minutes into the class, the trainer went and got her and brought her into the class to show her to everyone. She was like a totally different dog. She greeted all the humans, wagged her tail, was happy to see all of the other pups and play with them, her transformation was amazing. This was all accomplished just by bringing her for a few visits and then letting the trainer work with her for a short time per day for less than a week while they were out of town.
