I agree that you should try contacting a local lawyer. Did you contact the police? It's hard to say without knowing details, but shouldn't the groomer be subject to some type of animal cruelty law? This groomer needs to be held liable somehow.
I cannot imagine the grief you must be going through right now. I am so very sorry for your loss.
