21 is an adult. even older teens are too old. thats my opinion. we get around 100 kids here for halloween. you can still go out and have fun dressed up. take the dogs to petsmart, or somewhere like that...
people in my neighborhood would not be happy when older kids like older teens trick or treat. i'd say 14 at that oldest and that is kinda too old too
