I would think they would take responsibility for their own animal and leave room at the rescue for those who really need it. IMHO, only a "greeder" would dump an animal once they were done with it.

My Willow I adopted last November was a release from a breeder to the Rescue Group I adopted her from.
There are just some breeders that do this.
