There is a product called "Muzzle" that is a spray that you can purchase. It is a dog repellent - like Mace - and it is legal. I purchased a canister of it after a big stray dog approached me while walking my little girl. The owner was 1/2 a football field away and the dog was growling. That was it!! I have had enough of strays. Now it just keep it in my pocket while walking and feel much safer. You can google the product.
