Default dog eats mulch

This summer Pippin started to chew and eat small rocks. I raked up all the rocks and replaced them with mulch. Now he eats the mulch.

He is never left alone when he's outside. I follow him around, but he'll decided to grab a piece of bark and take off. He'll hurry and chew it so I won't take it away. I've tried putting a muzzle on him, but if I do he won't move or go potty. I checked the brand of mulch. It's Scotts Natures Scapes. I read it isn't poisonous to dogs but I don't want him ingesting a piece of bark.

I read to replace it with shredded pine. What if he still eats that? Is there anything I can spray on the mulch so he won't want to eat it? It's about 10 bags of mulch so a bottle of bitter apple wouldn't go far.

I am at my wits end. I don't want him to get sick. I do take treats and if he grabs a piece I've tried calling him for a treat, but he'll wolf down the bark and then come for the treat. Do you have any suggestions?
