I think it depends. I live in southern California, where temps never really get too cold. What's cold for me could be alright for you. What I do with my pup is, if I need a sweater, he does too. Or, I'll check his ears. If the inside of his ear is warm, he's fine. If it's cold, he needs something on. I read that somewhere on YT, and it's worked great as a rule of thumb to follow.
