My sister's friend is a manager at a PETCO. Recently we visited his job. He was setting up a display for shock collars and told my daughter to put her hand in the collar. He had it on low and she definitely felt it, she didn't want to try the high setting. That being said if the lowest setting disturbs/hurts a human can you imagine what it would do to our little ones.
Bubbles can get a bit yappy at times, especially when we let the bird out of his cage to fly around, as much noise as she makes I would never put one on her.
Your sister should put the shock collar on her own neck and see how she likes it.
