 So mad
We got new neighbors and they have a jack russell. This poor little guy has been locked out in the backyard, chained up for over 12 hours now, no food, no water, no shelter. I just called the police as it is apparently a police matter. They are coming out to talk to the owners and then to me, this guy is a bag of bones and I don't know if I would get in trouble if I just went over and got him. I just want to go bring him in and feed and water the poor guy. You can see every one of his bones....
