I remember reading your post and how upset you were!
Sandybaby I would report it, it may not stop her from getting another puppy but if you report it each time it happens (I know...how horrible) the report stays on her file and it will show a problem and she will get fined.
I think here if you get three complaints ..such as off lease..it us a 500.00 fine! I am sure leaving the dog out is a higher level complaint. Who took the body? Did they or did they pretend not to know and just leave the pup?
I agree it is so sad and just makes me mad!
