It really depends, Uni didn't get her first one until 13 months!! Most go into heat around 6-8 months. Def before one year, but I don't know what happened with Uni.
Bloodwork is where they draw some blood and check all the levels. Anesthesia is filtered through the liver and kidneys (?) and if those organs aren't in good condition, they could not be able to clean it out of their system. Something like that. I just know I would not skip this step. Bloodwork will tell you a lot about the health of your dog other than just a regular exam.
