I cannot believe a so-called "neighbor" would take ANY money from you - or anyone to bring their dog back. Seems like that is something a person owes another person - to return anything to them that they may have found and held onto, with hopes of returning it to the owner as a simple gesture of human kindness. How can one take money for the simple act of "do unto others as you would have them do unto you"? Your neighbor's idea of the Golden Rule is highly attached to the gold part, it seems. And yes, it sounds purposeful to this observer.
