If he is so much pain that he needs meds to live semi-comfortably then I would let him go. That to me is the most humane thing to do for a senior dog. 15years is good life for a large dog with a good owner. Give him another week or two, see if he'll accept a pill but forcing him at this point isn't what I'd reccomend. Dogs are smart and maybe this is his way of telling you it's time. I know that it's hard to even think such a thing, but I know that it's a choice I would make for so that my dog could be 'free'.
