Best case scenario: Teddy recently had some itchies and minor flaking behind the ears. The skin pores were also tiny black speckles. Turned out that I was not rinsing adequately behind his ears. Scrubbing, rinsing thoroughly, and applying a mild conditioner solved the problem.
