You've been given several good suggestions. You've got to teach her that coming when called is the best thing in the world. Here is a good article on teaching her to "come" (also known as a recall):

If you have been using "come" as your command (which she largely ignores), I would use a different word when you start this method. Maybe here, get me, let's go - whatever you choose.

In the meantime, it may help to put a leash on her before she's cued in to the fact that you're about to leave, etc. Maybe put it on as soon as you get up. Give her a treat for getting the leash on: it's a behavior you want to encourage, so reward it.

Oh! One more thing. You may need to increase the value of your treats. If she doesn't always want to come for a dog treat, try tiny cubes of cheese or meat.
