Welcome. I believe that a puppies teeth should be all the way through by the time they are 12 weeks. However old he is I'm sure you will love the little guy. I hope he turns out to be healthy for you. You have probably read about the health issues some puppy mill puppies have. I'm sure you are getting him checked out very well by the vet. People who breed a lot of litters of puppies can switch around their litter registration slips so you can't always rely on the papers to be accurate from a dishonest breeder. That is why the age of your puppy may not be correct. Some pups grow faster than others so it is something you may never know for sure. He will be a wonderful addition to your family anyway I'm sure.
