If it were my dog, I'd feed smaller meals more frequently. This way there is less to digest each time.

There are bowls that have obstacles in them that make the dog have to work harder for his food. This way, they can't eat as fast.

If you want him on kibble, you'll have to stick with it. Though, I have NO idea how kibble would help the dog calm down. Only walks and exercise will do that. There's no easy way to get rid of young dog energy!

Either way, I would consider finding a higher quality food to feed him.
