Maybe he's getting confused because sometimes (at night) it's ok to go potty inside but other times (during the day) it's not.
I've heard some on here claim they have trained their dog to do both successfully, but most of those I know personally that claim that, have dogs that have alot of 'accidents'. I only have one friend that successfully trains her larger, older, dog to do both, and the potty pad is right by the door to the outside, and he uses it if he's desperate to go when they aren't home.
