Restrict his area ... crate or playpen... and take him outside about every two hours. If you do this for a few weeks it will help. Sounds like he has too much free roam. Also, you must watch him like a hawk if he's not contained, and if you see him going pee or poop in the house make sure you give him a loud "NO BAD DOG". Make sure you're praising and giving treats for going in the right places.
