Take out the rug. We did this for Ozzy. We had a thin rug in the family room when we first got him and he peed on that three times in three days. Took out the rug and voila!! No more accidents in that spot. Thankfully it was a cheap rug, so I just threw it out.
It's funny because we have a different rug in the living room and he has never gone on that. In fact, that is kind of his "home base" where he plays with all his toys.
