Just a thought, but have you tried bully sticks? I know my yorkie had a lot of tartar on her teeth when I first got her at 9 months, and I gave her bully sticks to chew on, and it removed a lot of the tartar. She just loves them, too. She thinks she's in heaven when she's chewing on one.
