There is no solution, I'm almost certain about it, maybe just time, like housebreaking Yorkies, men take about 20 yrs to housebreak!.
Although he is good about boots/shoes. Towels, oh dear, the number of times I yell at him to pick up his towels.
I would put a bucket, and a mop by the door he enters and have him wash his way through the house after his yucky boots.
