Default allergies?

This a bit long, but I need some help. Lila has always been an itchy dog (mostly scratching her face). Well, this summer she started becoming very itchy on her back/hind quarters. In July, I took her to the vet and he found 1 flea on her. I did the entire flea treatment with capstar, frontline, cleaning/vaccuming. Her vet even put her on a prednisone taper. After she finished the prednisone, she started scratching and it's gotten worse. She is very itchy, and biting at her paws. She has a scab on her back and on her neck. I again took her to the vet 2 weeks ago, and he said "it's allergies" and gave her hydroxyzine. I only gave her the hydroxyzine a couple of times because it didn't help much. I haven't found any fleas on her but she is still very itchy. I took her to the vet today, and the vet thinks its a food allergy. So Lila is back on a prednisone taper and we're stopping all of her old food/treats and she was put on canned Hill's D/D venison formula. Previously she has been on Wellness Core kibble with a tablespoon of homemade boiled chicken breast with sweet potato and veggies. For treats, she was getting a greenie.

Has anyone had this happen to their dog? And if so, what type of food did you give for allergies? I prefer not to give Hill's and I also don't like givng her only canned, as I prefer kibble.
