I'm no expert, but the fact that it seems to be happening out of the blue for no reason would make me want to rule out a health issue first. I wonder if there's an underlying reason for him being suddenly cranky?

What I do to curb that kind of behavior is distract them with a toy or a treat. When I see a dog up ahead, I pull them into a heel and reward with a treat. With mine, they were thinking it was their job to scare off the other dogs. I was showing them that I have it under control and there are good things that can come of it if they do it my way.

They're not perfect, but I walk three dogs at a time and it's manageable.
