I do not think you are crazy. My neighbor had a really dog aggressive Rottie. He actually chewed boards and jumped so often that some boards broke. I hated seeing the Rottie chained (Sorry folks but I think this is awful.) I talked to my neighbor 3 different times (very nicely) about his dog, barking and charging and chewing the fence. I wasn't too concerned about my Yorkies, because my whole back yard is tall chain link set in cement and I always go out with them anyway. The dog finally got through the old pivacy fence. He was still on his chain and knocked a child on a bike down. Thank God he did not attack the child, but chewed on the bike. The police were called and the dog police picked the dog up later that day. I never saw the dog again. I think it was put down. It was ALL the owner's fault for not correcting the problem. Sad...
Hounds are not normally dog aggressive. I hope they do not think your dogs are prey. Try the hose and good luck.
