I am so sorry that you are facing the most difficult decision. You have done so much for Lucy and shown her great love, and she has come a long way in your care.
Is it possible that the cancer has spread?
I don't know much about mammary tumors in dogs, but it doesn't sound good that so many grew so quickly after her first surgery.
