It's only been 4 weeks. The fact that they do go outside isn't an indication they're fully trained and understanding that's the ONLY place they can go. We've had Ozzy for 3 months and he's definitely got it now, but there were several times he peed or pooped in the house until he finally figured out that got him a severe NO BAD DOG while going outside got him praise and treats (now just praise - we phased out the treats).
The fact she isn't fully trained yet isn't an indication that she's going to be hard to train. Training just takes time. It does seem like you're doing all the right things. Keep it up and it will eventually pay off.
