With my older puppy we had the same problem, most little dogs were agrresive or snappy with him so he started ignoring them! When we would go to the dog park he would only play with larger dogs and ignore the little ones because of so many negative experiences! It is very sad to see so many little dogs fearfull and aggressive because they were not socialized as pups, we always made/make sure to bring our pups lots of places and to meet lots of people and dogs a like so they can adapt to any situation!
