Hmmm... That must be some might good-tasting shampoo and conditioner that you're using!

What I would do is this: Do exactly what you are doing but if he doesn't desist once you've said NO and offered a substitute, immediately break eye contact, stand up and move away. You should only need to ignore him for a minute or 2 and then start over. I realize this takes effort on your part (especially when you're sitting on the floor!), but he sounds like a smart puppy. I think he will soon get the idea that chewing on your hair = loss of your attention.
