If you tried everything else with no success, why don't you try crate training? I'm not a fan of crates either, but in a situation such as yours, I would try it before giving up completely. I also have to ask, what do you do when you take her out? Do you both just stand there? Do you walk with her outside? (even if it's your backyard) Do you give her free roam, even though she is not trustworthy?
