Default Not Breathing Right

Chilly is our almost 10 year old yorkie, he has always made a little gaggie noise with his throat, not like a throw-up noise, although sometimes he gags like he's going to. But it's almost a rough in & out noise through his mouth, sometimes I think he does it on purpose because when he can't find his toy, he runs around making it so I will help him look. Yesterday morning I let him out early to pee, came back in fine, my husband got up & took him out for a poop, we don't let him out of our site cuz of the hawks & owl's we have around here, so any way when he came in the second time he was making the rattle noise a lot a irratic breaths, didn't want to play, just laid on the couch trying to suck in air and I just new something was not right. i rushed him to the emergency vet @ 6:30 am, the put him on oxygen right away and a sedative to calm him, we stayed there until my vet opened, went there, they put him on oxygen, sedated him & KEPT HIM! He was getting no air they asked me if his tongue was blue! Everything was swollen & they suggested surgery to remove excess tissue or colasping trechea? Has anyone had this problem? I asked how much for the surgery they said thousands, but we would pay it, No questions! Now I'm watching every second of the day! Help! Please...
