If you are not crating her (seems like not) then leash her and attach her leash to you. Never let her out of your sight! If you catch her having an accident a quick "Ahht!", grabbing her and running to the pee pad for her to finish may work. After (EVERY TIME AFTER) she uses the pee pad give her a treat.
I would train for one or the other right now, pee pad or outside.
