I think it is highly likely that the maltese jumped or fell and broke her leg, and the scream from the pain is what caused the yorkie to attack.
I say this with some small degree of certainty, because it is VERY hard for one dog to break the leg of another even with little dogs.
The only time I have ever known two dogs of similar size to break the leg of another is when a friends two pits decided they hated each other. Frankly, little dogs just (IMO) can't bite that hard.
While it is certainly possible, I really don't think it's likely.

I'm sorry your Maltie was hurt, and I hope she heals fast, and that her injury doesn't trigger any problems between the two of them.
