It really helps to keep them on the pad. It is THE PAN not the pad that tells them it is ok to go here.
Another Trainer I know, is using a regular Kitty litter box and several of her clients are using the cave/ tent kind of kitty litter box. So maybe that is an option to start a very young puppy with that.
