Dress and distract. Squeak a toy, give a treat, go for a brisk walk, play fetch. Some doggies will start to resist when they see the coat. Praise and treat when they have the coat on. Tell them they are beautiful, good boy etc. They will understand you are happy. I think boots are harder to get them to accept, but it is almost a requirement if you live in a snowy place. I would get the boots early so they have time to adjust.
