yes but the airline I traveled on not too long ago (Air Trans) didn't ask to see a health certificate or shot records. I think it really varies by air line. If you do decide to take your baby with you Make sure that you take it as a carry on and not as checked baggage. (most airlines have a set limit for how many pets they allow on board). make sure you take along puppy pads, a soft sided carrier(small enough to fit underneath the seat), bottled water, a couple toys for him or her to play with, and depending on the weight of your pup liquid childrens benydril, you can give this thirty minutes prior to flying.
