I hate that about rescues. I tried to adopt but was turned down too because I did not have a fenced yard. I live on an acre of land as do my neighbors. As puppies my dogs are never off leash. My golden was 95% reliable off leash- occasionally would chase a ground hog because they would come after us (humans and yorkies). Roxy is 100% reliable off leash- Barks then runs in the opposite direction. Cozy is off leash trained and pretty reliable- Chases the neighbors chickens when they come in my yard. Zoey and Lucy are never off leash- They feel the need for speed and will run as part of a game only they want to play- Luckily, they don't run in the road only into the woods. I tried to off leash train them but they are too stubborn. My yorkies are never unsupervised. I like my dogs to be off leash trained encase they get loss I can call them back.
